Gather the ingredients. Wet each wooden skewer with water and roll it in granulated sugar. This base layer gives the sugar crystals something to grab when they start forming. Set these aside to dry while you prepare the sugar syrup. Place the 2 cups of water in a medium-sized pan and bring it to a boil. Steps: 1. Mix sugar and boiling water until sugar is dissolved. 2. Step 1: Fire up the saucepan. Bring the water to a boil over medium heat. Add the sugar one cup at a time, making sure to stir now and then. Once the sugar is dissolved, remove the pan from the heat and put it off to the side to cool.
