Start with Touhou 10, it's the most stereotypical Touhou game by far. Simple shoot em up gameplay, great graphics and music along with characters from a wide variety of themes and species. It shows more about the world of Gensokyo compared to 6 and has an important, prolific group of schemers that influence the rest of the series. When talking about it with one of my best friends who’s also into Touhou, he said he has no idea what’s going on in this game (to be fair, the entire era starting from 12 to 16 is a giant blur, from which, with the exception of 15, does not remember too much now can he associate it with anything iconic).
u/D12TRG i summon thee. first, you need a emulator, those games won't run on modern windows. Touhou 1-5 are considered "abandonware", so you literally can't get the legal copies anymore. It may be a little different for Touhou games 1-5 but I can explain what the rules have been since Touhou 6. Basically all battles are non-lethal. These battles are conducted in accordance with the spell card rules that were established relatively recently in the Touhou universe .
It doesn't have many weird gimmicks and has more interesting stages than some of the other entries that are more typically recommended. It would be my top recommendation for an official mainline Touhou game easily available ( on Steam ). My preference from the official games is Touhou 12.8 Great Fairy Wars, since it has an interesting structure

Touhou takes place in the present day. With Gensokyo's separation from the outside world and the prevalence of magic use for even mundane tasks within it, technology never really developed into the level we're used to. Sometimes a piece of outside world technology makes it across the border, and it's either picked up by someone as a curiosity
Discussion on Touhou lost Word's story (SPOILERS!) Fan Discussion.
